Good questions. The default setting on the log on screen is "Ubuntu" (not compiz), whatever that means. Choosing a gnome session works just fine and invokes a window manager. So this is not a bug in gnome-wm. I guess that when the default session "Ubuntu" is selected, no window manager is started at all, because .xsession-erros is empty. This is a rather recent installation on a new machine, however with many custom packages installed or removed. I recently removed "indicator-appmenu appmenu-gtk3 appmenu-gtk appmenu-qt" because I had problems with the integrated menu in libreoffice and qgis (#1455234), maybe that is the reason.
