Mir builds successfully without libfreetype6-dev installed, resulting in
black-block titlebars.

Originally I intended this fallback to the stub renderer as a feature,
to highlight that Freetype was an optional feature. However now I'm
thinking it might be more confusing/annoying than it's worth. Perhaps
the build should fail if libfreetype6-dev is missing. Even I as the
author forget to install it and wonder why the titlebar is black
blocks...
