Public bug reported:

1. Flash device with --wipe to completely wipe device
2. In welcome wizard, set a 4 digit PIN/passcode. Complete wizard
3. Open System Settings
4. Navigate to "About this phone" -> "Developer mode"
5. Note the "Developer Mode" switch is greyed out
6. Enter "Lock Security" - I see "Swipe (no security)" the selected option

This is incorrect, should be "4-digit passcode" as set by the wizard.

7. Trying to set a PIN here fails
8. Going back to the System Settings home page, navigate to "Security & 
Privacy" -> "Lock phone" -> "Lock security". I see this is correct
9. If I return to the Developer Mode page, now it contains the correct lock 
security.
