The current version of python-openstackclient (1.0.3) requires
pbr>=0.6,!=0.7,<1.0 in requirements.txt and wily has version 1.0.0 of
python-pbr.
I think we should be upgrading wily to 1.3.0 release of python-
openstackclient anyway so we'll need to get the new release into Debian.
