When connecting to a vpn using Cisco AnyConnect (version 3.1.08009) on
Ubuntu 15.04, the client passively consumes about 600 KiB of data per
second over the network. It is certainly the AnyConnect client, because
the data flow stops when the vpn is disconnected or the service is
restarted (for instance, using systemd).

The data transmitted is mostly TCP window update packets and
corresponding acknowledgements. I have been in contact with my network
administrators and they see no more than a few dozen connections over
about 10 minutes, while my TCP dump shows hundreds of megabytes of data
being transmitted over the same period.

This problem did not exist on Ubuntu 14.10 or earlier. I have also
tested vpnc on Xubuntu 14.04 LTS, and the problem does not exist. The
problems were initially present on AnyConnect version 3.1.05182, and
were not solved in the recent (a month or so ago) update.
