The Unity 8 first run wizard, ie, OOBE, is run regardless of the
platform. This wizard is only geared towards phone users and can be
confusing for desktop users. As a workaround until bug #1435877 is
designed and implemented, the ~/.config/ubuntu-system-settings/wizard-
has-run file will be created the first time a user logs in.
