I have same problem: LG TV on HDMI. Upgraded from 14.10. I did a fresh install of kubuntu 15.04 same problem. Upgraded plasma to 5.3 no help.
If I login with GNOME or any GUI other than Plasma, power cycling TV is fine. I turned off power saving and logout of Plasma prior to power off TV as a workaround.
