Public bug reported:
The OpenLayers plugin is completely broken. I want to add a basemap with
the OpenLayer plugin. If one adds an OSM or google map layer to an
empty project it is impossible to zoom or pan the layer. If one adds the
map to an existing project, the world map is displayed as a set of small
tiles on top of the screen.
