First, what steps did you take to try to enable the rsh server? Your
bug report only shows that you've run the rsh client, not that you've
installed an rsh server.
Second, why, in 2015, are you trying to use rsh? Even if you get an rsh
server running, rsh is absolutely unsupported by Canonical and 100%
superseded by ssh for all uses.
Thirdly, why have you marked this bug as a high priority to fix for
14.04.3? Even if there is some corner case compatibilty reason to run
an rsh server on Ubuntu, this does not look to me like something that
should be a priority to address in 14.04.
