Public bug reported:
To reproduce open gucharmap in ubuntu mate using the yuyo -gtk theme.
Then scroll up and down and notice there are white bars towarsd the edge
of the area showing characters in gucharmap. I want to be able to see
the whole area of the window with characters not have bars in the ui
that make it only more difficult to use.

I expected to be able to see the window down to top and bottom of box
