Steps to reproduce:
1. When there are multipe updates available, tap on "Install xx updates" to
start downloading
2. Then tap on "Pause all"
3. Check if all downloading are paused
Expected results:
All downloading should be paused
Actual results:
some downloading are not paused sometimes
