Thank you for your suggestion. However, the changes you are requesting aren't
really a bug and require more discussion, which should be done on an
appropriate mailing list or forum.
I would actually suggest looking into the new Unity8 desktop/mobile system to
see if that can have the functionality you are looking for. (It's very alpha
desktop right now though)
