You can't let the bug as it is in Trusty : Trusty is a LTS.

Plus here looks to me like the same as #1325142. I am also meeting this
in a chroot while upgrading a custom made Ubuntu. So how can I boot it
under upstart? Should I just remove all systemd packages? This seems not
possible as numerous packages needed for the distribution would be
removed as depends.

What is the solution?
