Public bug reported:
I found this bug on Xubuntu 14.04.2 and 15.04. I close my laptop lid to
suspend. I then open my laptop for resume and the panel has disappeared.
I found that this is related to disabling Compositor in XFCE settings
called Window Manager Tweaks.
