Like march already mentioned: A workaround would be if the users are able to change the order of a the phone numbers of a contact (see bug #1469508). Then, the user can at least influence which number is used as favorites. Up to now it is always the first one. But which number is placed on top isn't deterministic.
Another solution would be to open the address book's detail page if a favorite has more than one number. Then the user can select which number he likes to dial.
