This is caused by systemd-logind, I believe. This is the auth.log while
logging into an encrypted home user (foo) over ssh and logging back out:

  sshd[1545]: pam_unix(sshd:session): session opened for user foo by (uid=0)
  systemd: pam_unix(systemd-user:session): session opened for user foo by 
(uid=0)
  systemd-logind[537]: New session 4 of user foo.
  sshd[1588]: Received disconnect from 10.1.8.1: 11: disconnected by user
  sshd[1545]: pam_unix(sshd:session): session closed for user foo
  systemd-logind[537]: Removed session 4.

pam_unix reports two opened sessions for user foo but only one closed
session. That explains why the counter contains '2' instead of '1'. It
doesn't explain why the counter is unlinked after logout, though.
