I will make sure this bug gets reviewed by the product team. That said, have you ( or anyone else ) tried to get a new SIM from the operator in question and verified whether or not it makes the problem go away ( per Alfonso's suggestion in comment #6 )? I realize that this may be a cost to the end-user, but there's also a significant cost in engineering and QA in order to implement this feature. As such, this decision isn't something I can make on my own.
