I tried to reproduce the issue here on an Ubuntu 14.04 vm, but I was
able to install the package without problems.
One thing I noticed is that this package is part of the multiverse
repository. Could you please take a look in Software & Updates
(software-properties-gtk) to see whether this repository is enabled?
Also, could you run `apt-cache policy geoip-database-contrib` and add
the output here. It would tell us where apt-get attempts to look for the
package.
