See bug 1460588. The quick fix I uploaded was to depend on apache2
directly. However, Apache httpd is usable without the apache2 package,
using apache2-bin directly only so the sysadmin can configure apache
himself. The recommended way for web application packages to support all
standard use cases via apache2 is to use dh-apache2: see
