Thanks for reporting.

Indeed, this package is rather empty. I wanted to figure out why so I started 
digging into the Debian changelog for this package[1], and I found the 
following in version 11.1.1-1: * Temporarily disable doc build (fails)
Since the documentation is no longer built, that explains why the package 
contains less than it (presumably) had in the past.

I also found the following entry in 15.3.7+dfsg1-1: * drop ecl-doc -- should be 
reintroduced from the separate ecl-doc source
So it looks like after being disabled due to build failures, the documentation 
package has been removed. Since 15.3.7+dfsg1-1 has been synced to Ubuntu Wily 
already, this can be verified there. I haven't seen any sign of the mentioned 
ecl-doc, so I don't know how far into the future that might be.

With that said, I'm not quite sure how to proceed with this bug report.
The nearly-empty package is gone, so it could be argued that this issue
is fixed, on the other hand the documentation package now seems to be
missing. What do you think? :)
