$ rfkill list
gives me the output

Soft blocked: yes
Hard blocked: no
1: phy0: Wireless LAN
Soft blocked: yes
Hard blocked: no
which indicates that the wireless network interface is soft blocked and
must be unblocked to be used (for example by clicking "Switch-On WiFi"
in wicd-client). If we now start wicd-client it will give us the option
to 'Switch-Off WiFi' even though it's already turned off.
