I hardset INTERFACES="lo", and commented out the killal dhclient stuff
in that script.  I have verified that this change is necessary for mine
not to report error, but it isn't the only one.  I don't know the
clean/proper way to allow both ifup/ifdown and NetworkManager to get
their swing at things without stepping on each others toes, but that's
what I did for the moment in my case.  Undoubtedly, someone who goes to
fix this must be more clever and know, perhaps, a better way to list
interfaces that ifdown/ifup would apply to.

Anyway, I also found an error in /etc/acpi/resume.d/72-acpi-pain.sh

acpi_sbs is unloaded/reloaded. with when the module is actually called "sbs".  
I made that change and the down-interfaces change, and the error went away:
modprobe -r sbs
modprobe -r ac
modprobe ac
modprobe -r battery
modprobe battery
modprobe sbs
