Ok, in that case I suggest this:

1. for 15.10 and later policy, change the accounts policy group to have only 
the new API
2. for 15.10 and later policy, adjust the ubuntu-account-plugin template to 
have the applicable old API
3. for 15.04 and earlier policy, change nothing

In this manner, new confined apps targeting 15.10 must use the new
policy, there is no new policy group for people to worry about, account
plugins get what they need via the template and 15.04 and earlier don't
have to do anything. For '3', we could also simply add the new API to
the existing accounts policy group.
