Hello, Thiago. I'm the Debian maintainer of this package. I realized by this bug that there was an invalid command in the s.files section in the gemspec. I'm right now packaging the 0.4.0 release (which support v2 ReCAPTCHA API, by the way) and it's fixed already (http://anonscm.debian.org/cgit/pkg-ruby-extras/ruby- recaptcha.git/commit/?id=dbb961ab4fe8c51052f29f195f09aa98105276f7).
I'm releasing ruby-recaptcha tonight, hopefully.
