That is not how LTS release works. We cannot simply ask them to upgrade packages.
Ubuntu 14.04.3 currently has ships ipmitool version 1.8.13-1. If we want to add any new feature, we will need to cherry-pick/backport patches to add support for that. Also, we are very late for 14.04.3 GA, meaning that they Canonical will not probably not accept it for GA time-frame. This is something that will be added after GA, IMO.
