Reproducible Steps:
1. Login Unity desktop environment.
2. Change the scale factor to 2 in Displays of System Settings.
3. Open Appearance in System Settings.
Expected Result:
* The thumbnails of background images will be scaled up by 2 times.
Actual Result:
* The thumbnails of background images keep small.
** Affects: unity-control-center (Ubuntu)
