Hi, up to precise, gnome-format was in default repository. It was not under
Trusty
As describe at

you can add nautilus-actions to format an usbkey or usbdisk just by
right-click on icon in ubuntu launcher as you can see in this capture:

This functionality is really convenient to many users that don't have
deep knowledge... others solutions require to umount the device first!
under trusty, nautilus (an nemo) don't have easy way to format these
type of devices, so the easy way is to use gnome-disk but beginner user
is not familiar with!
I think formatting usbkey is usual requirement for beginners too so it
should be nice to put back this options.
