Assuming you are running upstart (the default init), can you show
the results of:
ls -l /etc/init
cat /etc/init/cgroup*
dpkg -S /etc/init/cg*
status: incomplete
importance: medium

Importance: Undecided => Medium
** Changed in: cgroup-lite (Ubuntu)
Status: New => Incomplete
