Public bug reported:

It's slightly inconsistent that the VPN connection creation dialog for
OpenVPN isn't modal because the type selection dialog for creation of a
new connection (ethernet, wireless, VPN, etc.) is. It is also unexpected
that closing the connection overview dialog (of existing connections)
closes the creation dialog.
