Public bug reported:

Test case BLUETOOTH DISCOVERABILITY (from test plan),
- Ensure the Bluetooth toggle is on.
- Before starting System Settings, make sure the device is not visible by 
scanning with another device.
- Open System Settings and also verify that the device is still not visible.
- Open the Bluetooth screen, and verify that the device is now visible for 
others (should say 'Discoverable').
- Move back to the main system settings page, and verify that the device is not 
visible anymore.
- Repeat the same procedure, but instead of moving back to the main system 
settings page, just move it to the background.

Expected result.
- Device is not visible after 3 seconds.

Actual result.
- Device is visible.
