  There are 3 states that the location services can be in within System
  Settings > Security & Privacy > Location access:
  
-  * Using GPS only
-  * Using GPS anonymised Wi-Fi and mobile network info
-  * Not at all

+  * Not at all
  
  It would not be obvious to a user how these states match the four
  possible combined states of the two toggle switches on the indicator.
  
  The indicator should be modified to match the above 3 states.

+ visuals and desired behaviour.

+ 1- Users can enable or disable location data.
+ 
+ 2- On tap of 'Location settings...', users can choose one of the three
