I have two Octave installed:
-3.8.2
-5.1
Because some version of additional packages works only in old version.
I installed a lot of time packages for octave (also from Octave) now with 
Dicom-0.1.1 and others I find this error with both Octave installed.
I tried also: 
apt-get install $( apt-cache search octave-forge | awk '{printf $1; printf " 
"}' )
to self install all package.
