Steps:
1.Boot the phone
2.Swipe down on the network indicator to make sure the SIM shows the operator
and signal
3.Select a contact and call
actual=>Call failed from the caller side and blank screen shows in dial-
app, but the phone rings at the receiver side and no voice if answer the
call.
4.From another device, make a phone call to the testing phone
actual=>No incoming call at receiver side, the dialed number is busy at
caller side
Error can reproduce on both CMCC and CHN-UNICOM
Error can reproduce on Arale-Devel-r80
Error can reproduce on Mako-stable-r204
