** Description changed:

gnome-setting-started-docs has now been split up into langpacks. English
is seeded and localised versions should get install when doing a non-
  english install.

So we need a script to launch the gnome-welcome-tour, similar to what
fedora have at the end of gnome-initial-setup. It should only run on the
users first login, so will need a autostart desktop file and wrapper
- script that places a stamp in the users .config/ dir or similar.
+ script that places a stamp in the users .cache/ dir or similar.
