Public bug reported:

Usualy in KDE 4.xx I could do something like this :

1. Open a number of files in kate - files being located in different locations.
2. Activate one of the open file.
3. Select "Open" from the file-menu
4. I'm now left in a file dialog in the directory of the activated file to
select a file to open.

Step 4 no longer works like that. I'm always thrown in my home
directory. This is very annoying because my files are usually not placed
in my home folder.
