I tried the boot-repair tool to get it working.  I first had it generate
a report:

I then had it do the automatic repair:

Now it seems to boot to Ubuntu, but doesn't seem to know about the
encrypted partition and eventually just boots to a BusyBox shell.  I am
cutting my losses and reinstalling (in between I have changed from
Legacy to UEFI boot, so perhaps the result will be better), but should
it be this hard?
