I can confirm this problem. Effectively, ubuntu prohibits to move /var
on a separate partition which in my book is a grave bug which I hope can
be fixed before gutsy is out.

http://utcc.utoronto.ca/~cks/space/blog/linux/UbuntuVarRun lists a few
more people that got bit and their frustrations.

When I moved to gutsy, /var/log had to be added to /var/run and
/var/lock to please udev that wanted to move the udev.log early in the
game but failed since the root partition does not have /var/log.
