There is no UTF8 support in the sense you can edit or view unicode, it's still a single-byte editor. The warning you see was to prevent a crash in certain versions of OpenMotif (I believe it was the file selector box), so what it does is ignore the utf8 part and try to run in the non- utf8 locale "de_DE".
