Public bug reported:

with the updated send button in messaging-app, it seems the touch target
area has been quite reduced and now it's difficult to try and press it
but miss. Happens often to me.

We should leave the new icon the same, but add some additional padding
to each side and make sure the touch area is bigger than the icon and
extends the touch area so it's easier to trigger.
