steps to reproduce
1. put into windowed mode w mouse connected
2. open an app window in addition to the dash window
3. arrange the windows in a way where the top most window is covering the left 
edge of the window beneath, making sure the title bar of the top most window is 
covering the left edge of the window beneath
4. hover the mouse cursor over the top most window title bar in the area 
intersecting the left edge of the window beneath
expected: the mouse should remain the standard "arrow" cursor
actual result: the mouse cursor transforms into the "grab edge drag handle"
