The only code that's executed in the shim-signed maintainer script is
grub-install, so if this is a bug in Ubuntu code it would have to be a
bug in grub2 or something that grub2 calls.
If you run 'efibootmgr -v', does it reproduce the behavior?
This is most likely a bug in your firmware and not in Ubuntu.
