Mathieu, though this ssounds all pretty structured and logical, I think I know where these issues come from. Most users will just go the all-in-one upgrade way by 'apt-get upgrade' and hence would not be able to fine-tune settings as in the APT line I've quoted from you above. What you've suggested must be executed BEFORE even THINKING about using apt-get upgrade.
