The maintainer of fcitx say, "Function call fcitx_input_method_activate in unity-settings-daemon is not necessary". see https://github.com/fcitx/fcitx/issues/203#issuecomment-139189323 I try to commented out all call of fcitx_input_method_activate, then problem solved.
