I haven't returned to the screen blanking issue yet, but I very much doubt that it will affect screen dimming at all.
If the purpose of screen dimming is to warn you that the screen is about to blank (giving you a chance to cancel it), then -- as Ken VanDine said in bug 1437510 -- it should always happen 10 seconds before the screen blanks. There should be no separate setting for it. If the purpose of screen dimming is *not* to warn you that the screen is about to blank, then what is it for?
