So, ibmpmlinux requires major reworking to follow the Debian (and
Ubuntu) policy for packages. I've done most of the work here to clean it
up, but there still would be issues at least in the documentation, which
is extensive and often mentions /var/perf.

Will PMLinux still work properly if we move all the binaries to
/usr/lib/ibmpmlinux, for example? This would bring the location of files
(at least for the binaries) in line with the FHS. I've updated
PMLinux.cfg accordingly (and I suggest it goes to /etc/ibmpmlinux).

I'll attach here the current state of the packaging.
