Hi again : I completed all the steps in order you gave them. The crash file of 40.1MB was generated.
Filing the crash report ubuntu-bug didn't give any visual indication of success but no error indication either. On the other hand, after editing the /etc/apport/crashdb.conf file per your instructions and repeating the filing of the crash report, there was a lengthy visual display of a progress bar which seemed to me in line with the time I would expect to upload a 40.1MB file. This was followed by a new tab opening in Firefox with a display from Ubuntu launchpad indicating that the bug data was being processed.
