Can you please include the full output from 'rfkill list all'? You didn't include enough to tell which rfkill device is hard blocked. Does anything change if you run 'rfkill unblock all'? If your machine has a button or switch to disable/enable the wireless, also try pressing the button or toggling the switch to see if the state changes. Thanks!
