Newer releases of libapache2-mod-rivet is available in Ubuntu 15.04 and later releases, so I believe this issue can be marked as fixed.
I notice that Ubuntu 14.04 has 2.1.3 in the archives, so if you need a fix for the bug in previous versions of Ubuntu, please perform as much as possible of the SRU Procedure [1] to bring the need to a developer's attention.
