Seth, when you say 'Fix Released', does this mean that in System Settings there is now a means (using GUI tools only) for the user to modify the border width?
Anything less than that is, to my mind, not a 'fix'. And I suspect many others with hand/eye coordination problems would agree it's not a fix. Ubuntu has traditionally aimed at inclusiveness, it should be striving to meet the needs of many, not just young people who are fortunate to have full health.
