Public bug reported:
My file .gnupg/pubring.gpg was not writeable. I ran { gpg2 --gen-key; }
and it happily collected random bytes; however, it was unable to save
them in the end, so it would just restart. The error message reported
by gpg2 is invisible when it is run by Enigmail; the result is that the
progress bar restarts forever. The key generator should detect such a
problem and fail early instead of letting the operator wait forever.
